Abstract
For the rule of law to function, freedoms and human rights must be respected. But in Kosovo this did not happen during the years 1945-1999, although freedoms and human rights were developed in the word. Important interntional and regional documents defended the humn rights of the United Nation Charter, The Helsinki Final Act, ect. From Nacertanja to the Memorandum of the Serbian Academi in 1986, plans were made by the Serbs wich violated the legal and historical rights of the Kosovo Albanians. Serbian projects went from theory to practice by Slobodan Milosevic in 1989-1999.
